Does the location affect flower formation?
Proper care is not only required for lush blooming, but also a suitable location. If the Dipladenia is too dark or too cool, it will not bloom as you might want it to. You can easily move a plant in a tub or balcony box to another place with more sun. If your Mandevilla is in a flower bed, think about transplanting it.

What else the Dipladenia needs
Like other plants that bloom profusely and for a long time, the Dipladenia also needs a lot of nutrients. You should therefore fertilize your Mandevilla regularly about every 14 days during the flowering period. You can use standard flower fertilizer (€ 13.27 at Amazon *) or organic fertilizer in the form of compost, horn shavings (€ 6.39 at Amazon *) or rotted manure.
Water the Dipladenia only moderately, despite its abundance of flowers, it is not very thirsty. The Mandevilla can survive a few days without being watered. On the other hand, it does not tolerate waterlogging at all. Therefore, you should always create a drainage layer in a balcony box or a hanging basket.
